The information was given at the Online briefing conference on Foreign NGOs affairs in 2024, taking place on April 12, 2024 in Hanoi, and 63 online meeting points in localities. Nguyen Minh Hang, Deputy Minister of Foreign Affairs, Chairwoman of the Committee chaired the conference.

The conference was attended by representatives of agencies participating in the Committee mechanism, ministries, departments, unions, people's organizations, representatives of leaders of the local People's Committees, leaders of departments, and units in charge of foreign non-governmental work.

In her remark, Nguyen Minh Hang, Deputy Minister of Foreign Affairs, Chairwoman of the Committee said in 2023, the global and regional situation remained complicated and unpredictable. New factors appear, leaving multi-dimensional impacts on countries' security and development environment. Peace and cooperation for development remain the major trends but are challenged by conflicts, arms races, and force gathering. The Covid-19 pandemic ended yet its impacts still linger on economic, social, and humanitarian issues. The Russia-Ukraine conflict, recently the Hamas-Israel conflict, and non-governmental security issues also pose significant challenges to countries.

In 2023, the global economy recovered slowly, with rising inflation, energy crisis, global supply chain disruption, risk of public debt, and financial instability, causing major economies and donor countries to concentrate resources on response to such challenges, which significantly influenced policies and resources for humanitarian aid and development.

“The increase in aid value of foreign NGOs to Vietnam in 2023 demonstrates the great efforts of the Committee's standing agency local ministries in coordinating to advocate, organize, manage, and implement NGO projects. NGO activities implementation is also a major contribution to foreign affairs, particularly people-to-people diplomacy, thereby demonstrating international friends' support and cooperation for Vietnam's efforts in the national development," stated Hang.

According to the report at the Conference, in 2023, agencies in the Committee mechanism and ministries, departments, and localities carried out many innovations, ensuring the continuous and effective implementation of NGO work. Namely, the management of foreign NGO activities continues to be ensured through close coordination between agencies in the Committee, ministries, departments, and localities. Policy consultation is carried out effectively, well-performing tasks prescribed in Decree 58/2022/ND-CP of the Prime Minister on Appraisal of dossiers to grant registration certificates to NGOs; Decree 80/2020/ND-CP of the Prime Minister on Appraisal of programs/projects, grants and licensing for NGOs to organize international conferences/seminars/trainings in Vietnam.

Notably, administrative procedures implementation has recorded considerable innovations. Procedures are resolved faster and more effectively (the number of registration documents processed in 2023 increased by 60% compared to 2022). Management and supervision of NGO activities in the locality continue to be strengthened and receive attention. Aid mobilization relations continue to see innovations in methods and formats of aid activities exchange and orientation, proactively strengthening the combination between political advocacy and aid mobilization.

In 2024, the Committee will continue to disseminate and thoroughly grasp Directive 19/CT-TW, Conclusion 98-KL/TW, and Directive 12/CT-TW of the Secretariat on the need to strengthen the Party's leadership, improve the effectiveness of people-to-people diplomacy in the new situation, including the need to improve the effectiveness of NGO cooperation at all levels, sectors, and localities. The Committee will also complete processes, and organize and guide the implementation of administrative procedures in accordance with regulations, focusing on improving and shortening the processing time of administrative procedures related to foreign NGO activities.

The Committee will also promote cooperation and information sharing among ministries, branches, and people's organizations; between the central and local levels. The Committee will strengthen coordination between INGOs and localities; strengthen inter-sectoral coordination mechanisms between central and local levels in managing, monitoring activities, and mobilizing aid for NGOs.

The Committee also determined to innovate methods and formats of aid mobilization, diversifying aid mobilization and political advocacy partners to promote bilateral cooperation and protect Vietnam's interests in foreign affairs, peace, solidarity, and friendship.

The Conference determined that one of the Committee's important tasks in 2024 is to organize the 5th International Conference on strengthening cooperation with NGOs and development partners. This is an opportunity for the Committee to improve aid management and mobilization quality further, ensuring Vietnam's interests and sustainable development.
