Given the fact that thousands of people worldwide have died by the coronavirus pandemic, then the highest value of human rights is that human life must be protected. Vietnam has been reorganized as one of the few countries which succeed in controlling the COVID-19 pandemic by an appropriate approach with the principle of "Saving the life of people is the top priority". The success of Vietnam in the fight against the COVID-19 pandemic in Vietnam is a strong answer to allegations that Vietnam "needs to put human rights in the center of the COVID-19's battle".

A declaration of the South African - based organization CIVICUS claimed that "Governments should not consider COVID-19 as an urgent intervention to restrict civil rights", and mentioned Vietnam as a nation that "need to put human rights as the center in the prevention and the fight against the COVID-19 pandemic". However, until now, such a statement is completely incorrect towards the great effort of Vietnam in specific and in the whole world in general.

There are many approaches to the fight against COVID-19 around the world

At the moment of severe impacts of the COVID-19 pandemic happening in the global level, most of the governments around the world must issue new laws or policies in order to "the most severe crisis that the whole world has to faced with since the WWII" (UN General Secretary Antonio Guterres).

Not only just recommendations to the publicities, but many other countries also issued strong punishments for any people who had harmful activities or spread fake news relating to the coronavirus. Take the US as a typical example. President Donald Trump even requested to put anyone who breaks the regulations into the jail. It means that every nation is fully aware of having urgent interventions in order to protect the safety of its citizens.

Human life is the highest value of human rights

Protecting human lives is the highest value of human rights and Vietnam has been trying to do its best to ensure these rights. Since the start of the pandemic, Prime Minister Nguyen Xuan Phuc strongly confirmed that: Vietnam is willing to sacrifice its economic benefits to prevent and fight against coronavirus in order to ensure the health and safety of its citizens.

During the time of uncertainty, not any patients of COVID-19, even the foreigners who staying and working in Vietnam, are "left behind". Not any risks from the communities are not being cared for by the authorities at all levels. Vietnam has been widely recognized by the international community by its humanitarian policy of "free-of-charge" treatments for anyone being involved with the coronavirus. Moreover, the people being quarantined have been received frequent care of the whole community, including the army, police, and healthcare staff.

The policy of putting people in the highest position in the prevention of the COVID-19 pandemic in Vietnam has been also covered in the whole society. In addition to spending all resources on the coronavirus fighting, the government immediately pushes public investment in order to build essential projects for economic development, creates more jobs; reduces the interest rates, and delays for the tax duties,... The policy also contributes to refresh human resource, labor-intensive reproduction, which is the key motivation to develop the social economy in the coming time.

According to the Prime Minister's decision, there are six groups of beneficiaries from the government budget package, a group of beneficiaries from subsidized loans during the pandemic, including the poor, the near-poor, the people who have contributions to the nation, and people with low income.

In the context of unexpected threats of COVID-19, the Party and the State of Vietnam are doing their best with the highest priority for the safety and health of the citizens. The effort of Vietnam has been recognized by the international community and the Vietnamese people themselves. Hence, the argument that Vietnam needs to pay attention to human rights issues in preventing COVID - 19 is inappropriate.

It is clear that not only during the COVID-19 pandemic but at all the time, the role of Vietnamese people is always in the center of the development and implementation of the strategies and policies. In each specific period of time, human rights are always being respected. It means that, protecting and promoting human rights are always the core value under the leadership of the Communist Party of Vietnam.
