During the epidemic outbreak, Prime Minister Nguyen Xuan Phuc sent a letter to the overseas Vietnamese community, calling on them to remain unanimous and stand side by side with the homeland in its battle against the COVID-19 pandemic. In response to the call, Vietnamese expats worldwide turned towards the fatherland through practical activities and their deep feeling. The Association of Vietnamese People in France (UGVF) in particular has mobilised all OVs in France and their friends to support their compatriots in Vietnam; meanwhile, the international association for Vietnam's education development in France (AIDEV) has given donations to the homeland. In Switzerland, expatriates launched donation campaigns from mid-March until the end of April and asked the Vietnamese Embassy in the country to coordinate handing over the donations to the Vietnamese Government for Covid-19 prevention and control. The Vietnamese Association in Poland formed a community support board to call for the collection of face masks, bactericidal water and vitamins and sent them to their homeland. The Vinh Phuc fellow-countrymen association in the Czech Republic coordinated with the Vietnamese Youth Association in the country to support the collection of medical equipment.

According to the Vietnam Fatherland Front Central Committee (VFFCC), many expats sent their donations to the country through the VFF, their family and other different sources. Nguyen Thi Minh Hong, an overseas Vietnamese citizen in Germany’s Frankfurt city, presented 12 Deconta systems for setting up negative pressure isolation rooms in Hanoi, Hue, Da Nang and Ho Chi Minh City. In addition, t Vietnamese expat Nguyen Ngoc My in Australia, who is also Vice President of the Business Association of Overseas Vietnamese (BAOOV), donated VND1 billion to Ha Tinh Province and allowed the use of his vocational school in Ba Ria – Vung Tau Province as a quarantine area as well as donating VND200 million to support epidemic prevention and control in the quarantine area at Vietnam National University, Ho Chi Minh City. President of the Vietnamese Business Association in the UK, Pham Minh Nam, presented VND1 billion to the homeland, as per the report from the nhandan.

During these times, when the pandemic has been initially brought under control successfully, the VFFCC continues to welcome support from expatriates from all over the world. It can be seen that during difficult times, the hearts of the overseas Vietnamese always turn towards the fatherland, joining hands with the local people.

Over the past years, the OVs community has proactively contributed to consolidating and developing the great national unity bloc as well as participating in political and socio-economic activities in the country. Their valuable contributions affirm a sacred truth: the OVs are the inseparable flesh and blood of the Vietnamese nation and bridges of friendship between Vietnam and other countries around the world.

The dangcongsan informed that at the ceremony of Deputy Foreign Minister and Chairman of the State Commission for Overseas Vietnamese (SCOV) Dang Minh Khoi handing over VND4.6 billion collected by overseas Vietnamese individuals and organisations to the Vietnam Fatherland Front (VFF) Central Committee held in Hanoi on May 19th, the SCOV received 50,000 face masks that the VFF Central Committee sent to Vietnamese citizens in the US who are facing difficulties due to the pandemic.

The Deputy Foreign Minister said that overseas Vietnamese all over the world have warmly responded to the call of Party General Secretary and President Nguyen Phu Trong, the appeal of the Presidium of the VFF Central Committee and the directive of Prime Minister Nguyen Xuan Phuc, and raised support for efforts to fight COVID-19 in Vietnam.

He stressed that the meaningful support reflects the tradition of solidarity, the patriotic spirit and the compassion of the Overseas Vietnamese community.

President of the VFF Central Committee Tran Thanh Man announced that the VFF has so far received over VND2 trillion worth of support in both cash and kind, donated by agencies, businesses, organisations and individuals both inside and outside the country.

Initial statistics of the SCOV showed that overseas Vietnamese have donated more than VND34 billion and a large volume of medical supplies as of May 19th

The Vietnamese Party and State always consider citizen protection to be a top focus and have performed this task in an adequate, timely, professional and effective manner to protect the legal rights and interests of Vietnamese citizens abroad. This is also the State’s responsibility to the citizens, contributing to improving the political position and reputation of Vietnam in the world.

The relevant agencies should enhance the communication of the Party’s guidelines and State’s policies as well as the country’s political and socio-economic situation, especially in terms of investment attraction and scientific and technological transfer in all fields, to the OVs. The central ministries, agencies and localities should continue to study, build and perfect the institutions, policies and laws to create more favourable conditions for them to come back to the homeland to work, seek cooperation and investment, do business and promote science and technology. It is crucial to organise more annual events for Vietnamese expatriates. The State Committee on Overseas Vietnamese Affairs should continue to expand and innovate its activities to get closer to the expats and listen to their thoughts and aspirations, the agency can thereby advise the Party and State on making prompt and accurate policies related to the OVs.
