What certificates must expats own to teach foreign languages in Vietnam?

Expats who teach their native languages need to have at least a college degree and an appropriate language teaching certificate.

This regulation is included in The Ministry of Education and Training's amending and supplementing draft for a number of articles in the "Regulation on Organization and Operation of Foreign language and Informatics centers" issued together with Circular No. 21/2018/TT-BGDĐT.

The Circular clearly states: Teachers of foreign language and informatics centers are in charge of teaching and providing practice guidance, including teachers with long-term or short-term contracts, Vietnamese or foreign teachers.

A foreign language teacher is eligible to teach his first language (which is his native language, language that he learns from his parents since birth, not those that he learn from schools or classes as a grown-up) if he has at least one college degree and an appropriate language teaching certificate.

A foreign language teacher is eligible to teach their non-first language if he has a college diploma of appropriate language education; a college or higher degree, a foreign language proficiency certificate from level 5 or higher according to the 6-level foreign language ability framework used in Vietnam or equivalent certificates and an appropriate language teaching certificate.

The draft also stipulates that the centers teaching foreign languages and informatics are considered continuing education institutions belonging to the national education system, which includes:

(1) Public centers established and ensured by the State to meet the conditions for operation in accordance with the law, have legal status, seal and accounts.

(2) Private centers established by domestic and foreign organizations and individuals, meet the conditions for operation in accordance with the law, has legal status, seal and account.

The Ministry of Education and Training is currently collecting people's comments on this draft via the Ministry's portal, located at 35 Dai Co Viet, Hai Ba Trung, Hanoi.
